This study aimed to develop Higher Order Thinking Skills (HOTS)-based Student Worksheets (LKPD) for Maharah Kalam learning among Grade X students at Tahfizhul Qur'an Islamic Senior High School Sungai Rengas, Kubu Raya. The research employed a Research and Development (R&D) approach using the ADDIE model, consisting of Analysis, Design, Development, Implementation, and Evaluation stages. The research subjects included 27 Grade X students, two material experts, two media experts, two language experts, and one Arabic language teacher as the practitioner. Data were collected through interviews, observations, documentation, validation sheets, and practicality questionnaires. Data analysis employed descriptive quantitative techniques by calculating validity and practicality percentages. The findings indicated that the developed LKPD fulfilled the criteria of a highly valid learning product. Material experts assessed the LKPD at 92.50%, media experts at 94.25%, and language experts at 91.75%, resulting in an overall validity score of 92.83%, categorized as highly valid. The practicality assessment conducted by the Arabic language teacher and students also demonstrated that the LKPD was highly practical and feasible for classroom implementation. The developed LKPD successfully integrated Higher Order Thinking Skills indicators into Maharah Kalam learning activities, enabling students to improve critical thinking, creativity, communication skills, and confidence in speaking Arabic. Therefore, the HOTS-based LKPD is considered an effective supplementary teaching material for enhancing Arabic speaking competence in senior Islamic schools.
