Indonesian national education continues to face challenges in strengthening students' character, moral integrity, and spirituality, highlighting the need for an educational paradigm rooted in Qur'anic values. This study aims to analyze the characteristics of educators and learners from the Qur'anic perspective through a pedagogical interpretation of Surah Al-Fatihah and to examine its relevance to Indonesian national education. The study employed a qualitative approach using library research and the tafsir tarbawi method. Data were collected from the Qur'an, classical and contemporary Qur'anic commentaries, Islamic education literature, scholarly articles, and national education policy documents. Data were analyzed through reduction, categorization, interpretation, and conceptual synthesis. The findings reveal that Surah Al-Fatihah presents the ideal characteristics of educators as murabbi, humanistic, empathetic, and just and accountable, while learners are characterized as spiritual learners, humble learners, lifelong learners, and reflective learners. Based on these findings, this study proposes the Al-Fatihah Pedagogical Model, which integrates the characteristics of educators and learners into a Qur'anic pedagogical framework. The model is relevant to the goals of Indonesian national education and provides a conceptual contribution to the development of character education grounded in Qur'anic values.
